Abstract

Beaucoup de clichés circulent au sujet du métier de diplomate, trop souvent assimilé à un exercice de mondanités. Cet ouvrage nous offre tout à la fois une présentation historique et thématique de ce métier. Considérée traditionnellement comme la manière de mener des relations bilatérales entre les États, la diplomatie ne s’organise véritablement qu’à partir du xve siècle, avec la République de Venise. Mais ce n’est vraiment qu’à partir de 1815 que va se constituer la fonction diplomatique : le diplomate fait une carrière, les premières conférences diplomatiques sont organisées tandis que se met en place le système international fondé sur l’équilibre des puissances. Après la Première Guerre mondiale, la diplomatie moderne s’établit en combinant l’ouverture vers l’opinion publique, l’extension du champ d’action diplomatique (l’économique, le social, le culturel) et la rapidité de la communication entre les ambassades et leur capitale. Progressivement se met aussi en place la diplomatie multilatérale, celle des organisations internationales, qui a ses règles et ses modes de fonctionnement.

Money has always been important in foreign policy, but states have likely never had so much of it in their coffers. The increase in the volume of capital controlled by countries has encouraged them, in more and more cases, to utilize economic tools in order to achieve their international goals. A manifestation of this phenomenon is the rapid development of the so-called sovereign wealth funds, i.e. governmental or government-controlled investment funds.Officially, they are designed to effectively multiply assets accumulated in them, but... that is not the whole story about how they work. Quoting numerous examples, the author of the pMoney in the Service of Diplomacy. Sovereign Wealth Funds as a Foreign Policy Toolresent publication describes the use of sovereign wealth funds as an instrument of foreign policy. Tomasz Kamiński analyzes both the forms of their political application and the conditions that must be fulfilled so that these forms could be implemented. He proves that the threats related to the political use of state capital are very real, which should meet with an adequate response from the international community.

Abstract

In Symbolic Insult in Diplomacy: A Subtle Game of Diplomatic Slap , Alisher Faizullaev describes how states and their representatives may use manipulative practices for influencing the opponent. The author distinguishes three forms of using symbolic insult in diplomacy: by misrecognition (“diplomatic bypassing”), direct confrontation (“diplomatic punch”), and concealed verbal or nonverbal actions (“diplomatic slap”). The book focuses on “diplomatic slap” – employing obscure symbolic insult as a means of tacit manipulation. Analyzing historical and modern cases, Alisher Faizullaev shows that implicit symbolic insult usually appears ambiguously, and allows the offender to stay engaged with the victim. This work reveals vailed aspects of diplomatic practices and represents a valuable source for students and practitioners of international politics and diplomacy.

In The Alternatives to War: From Sanctions to Non-violence, James Pattison considers the case for the alternatives to military action to address mass atrocities and aggression. He covers the normative issues raised by measures ranging from comprehensive economic sanctions, diplomacy, and positive incentives, to criminal prosecutions, non-violent resistance, accepting refugees, and arming rebels. For instance, given the indiscriminateness of many sanctions regimes, are sanctions any better than war? Should states avoid ‘megaphone diplomacy’ and adopt more subtle measures? What, if anything, can non-violent methods such as civilian defence and civilian peacekeeping do in the face of a ruthless opponent? Is it a serious concern that positive incentives can appear to reward aggressors? Overall, Pattison provides a comprehensive account of the ethics of the alternatives to war. In doing so, he argues that the case for war is weaker and the case for many of the alternatives is stronger than commonly thought. The upshot is that, when reacting to mass atrocities and aggression, states are generally required to pursue the alternatives to war rather than military action. Pattison concludes that this has significant implications for pacifism, Just War Theory, and the responsibility to protect doctrine.
